This study aims to examine the changes in the authority of the Kawedanan Panitikisma
in managing Sultan Ground following the enactment of Law Number 13 of 2012
concerning the Special Status of the Special Region of Yogyakarta. The background to
this problem stems from the change in the legal status of the Yogyakarta Palace. While
previously the Palace's authority was based on the old historical regulations of the
1916 Rijksblad, the Palace is now officially recognized under national law as a legal
entity with land ownership rights.
This study uses an empirical method with direct interviews. The results of the study
indicate that currently the Kawedanan Panitikisma operates like a modern
administrative institution with three main tasks: (1) as a legal entity to register land
ownership rights with the National Land Agency (BPN), (2) as a supervisor to ensure
that land use is in accordance with spatial planning, and (3) as the party authorized to
issue official permits or Serat Kekancingan. The implementation of these tasks is
regulated in detail in Perdais Number 1 of 2017 and related Governor's regulations.
In conclusion, the way land is managed by the Panitikisma has changed. The
relationship between the palace and the community is no longer simply that of king and
subjects, but rather a clearly written and legal relationship. This provides legal
certainty for the people who use the land and protects the Sultanate's assets.
