This research focuses on the implementation of property rights registration on land through
Complete Systematic Land Registration in Ogan Komering Ulu Regency, South Sumatra Province.
The purpose of this study is to understand how the implementation of property rights registration
through Complete Systematic Land Registration works in Ogan Komering Ulu Regency, South
Sumatra Province. The type of research conducted is empirical legal research with a qualitative
approach. Data were obtained through interviews with sources from the Land Office of Ogan
Komering Ulu Regency and community respondents participating in the 2025 Complete Systematic
Land Registration program, as well as through literature study of primary and secondary legal
materials. From a total of 42 applicants for the PTSL program in Air Paoh Village, East Baturaja
District in 2025, 10% was taken through purposive sampling, amounting to 5 individuals, to serve
as respondent samples in this study. The research results indicate that the implementation of property
rights registration through PTSL in Ogan Komering Ulu Regency has been carried out in
accordance with applicable laws and regulations, particularly the Regulation of the Minister of
Agraria and Spatial Planning/Head of the National Land Agency Number 6 of 2018. The
implementation of PTSL was conducted through systematic stages from planning to certificate
issuance. Nevertheless, several obstacles were encountered during implementation, particularly
regarding the completeness of land ownership documents and the physical condition of land plots.
Overall, the PTSL program has played a role in achieving legal certainty of property rights on land
for the community in Ogan Komering Ulu Regency.
