This research addresses the problem of the dominance of fossil-
fuel vehicles in the Malioboro tourist area of Yogyakarta, which causes air
pollution and hinders the realization of a Low Emission Zone (LEZ). Due
to this issue, a new innovation has been implemented as an effort to reduce
air pollution in the Malioboro tourist area, namely the adoption of electric-
based alternative-energy pedicabs or electric pedicabs. This study aims to
analyze the role of implementing electric pedicabs in supporting the Low
Emission Zone and to identify the constraints faced in its implementation
in the area. The research utilizes an empirical legal method with a
qualitative approach, conducted through interviews and observation. The
findings of this study indicate that electric pedicabs directly contribute to
reducing carbon emissions, however, their effectiveness remains limited
due to the ongoing dominance of conventional motor vehicles and the lack
of supporting facilities. Therefore, the implementation of electric pedicabs
has the potential to realize a Low Emission Zone, but further support in
the form of regulations and infrastructure facilities from the government is
still needed to ensure its application is more optimal and widespread,
thereby preserving Malioboro as a philosophical axis and a world heritage
site.
