The state is essentially an organization of power. As an organization, the
state structure consists of several components consisting of parts that have ties
and work together to achieve certain goals. The Public Works and Housing Department of Pekanbaru City has the authority to repair damaged roads as part
of the implementation of the principle of decentralization as stipulated in the Regional Government Law Number 23 of 2014, specifically regarding the
division of road sub-sectors. In addition, the Regional Government Law also
clearly divides regional areas in terms of road repair. However, in reality, the
application of the principle of decentralization has not been implemented well,
such as in road repair. The results of the study based on the formulation of the
problem raised are the implementation of the principle of decentralization in the
authority of the Public Works and Housing Department of Pekanbaru City which
has not run well due to insufficient budget problems to carry out road repairs.
The results of the study on the second problem formulation in the form of legal
obstacles faced by the Public Works and Housing Department are the change in
road status from provincial roads to city roads through the Mayor's Decree which
then makes the implementation of authority as regulated in the Regional
Government Law which ultimately creates inconsistencies with the hierarchy of
laws and regulations. and the non-legal obstacles faced are obstacles in terms of
insufficient budget, inadequate equipment, and human resources or HR who are
not experts in their fields.
