This thesis, entitled “The Implementation of the Berlian Blorep Permai People’s Housing Development in Accordance with Regional Regulation Number 14 of 2011 on the Spatial Plan of Merauke Regency,” examines the conformity of the housing development consisting of 100 units with the applicable spatial planning regulations. Housing development must comply with the Regional Spatial Plan (RTRW), which regulates land-use allocation and development direction within Merauke Regency.This study uses an empirical legal method supported by normative analysis. Primary data were collected through interviews with the Merauke PUPR Office, the housing developer, and residents, while secondary data were obtained from legislation, the RTRW document, and relevant literature. The results show that the Berlian Blorep Permai housing area is generally located within the designated residential zone, although a small portion of land borders agricultural and riverbank buffer zones, requiring minor site adjustments. All 100 units have been completed, but several supporting facilities such as drainage, internal roads, and open spaces are not yet optimal. Residents express satisfaction with the housing conditions but still highlight issues related to public facilities and environmental management. Overall, the development aligns with the RTRW, but improvements in infrastructure and supervision are still necessary.
