Abstract

This study aims to examine the effectiveness of the Complete Systematic Land
Registration as regulated in the Regulation of the Minister of Agrarian Affairs and
Spatial Planning/National Land Agency Number 6 of 2018 concerning Complete
Systematic Land Registration in raising public legal awareness of land registration
in Jaten Village, Gunungkidul Regency. This research employs a normative
juridical approach with qualitative analysis, supported by primary and secondary
legal materials, as well as interviews with related parties. The findings indicate that
the implementation of Complete Systematic Land Registration has contributed to
an increase in community understanding regarding the importance of land registration and legal certainty of land ownership. However, challenges remain, including limited dissemination of information, varying levels of community education, and insufficient public participation in the program. This study suggests that the government and the National Land Agency should enhance implementation strategies, improve coordination with village officials, and strengthen legal education efforts to ensure broader community involvement and compliance with the land registration program.
