Indonesia is a country rich in natural resources, including land, the utilization of
which is regulated in the 1945 Constitution Article 33 for the welfare of the people.
To ensure legal certainty of land rights, the government runs the Complete Systematic
Land Registration Program (PTSL). However, in Merauke Regency, this program still
faces obstacles such as limited resources and low public awareness in registering
land. This research aims to find out how the implementation of PTSL in Merauke Regency in increasing land certificate ownership. This research uses empirical legal
methods with a qualitative approach, through interviews, observations, and review of primary and secondary legal materials. Data were obtained from community respondents, resource persons from the Land Office, and village officials. The results showed that the implementation of PTSL in Merauke Regency was in accordance with
the provisions of the Minister of ATR / BPN Regulation No. 6 of 2018. The process
includes the stages of planning, location determination, committee formation, counseling, physical and juridical data collection, and certificate issuance. However,
the achievement of the certificate target has not been optimal due to various technical
and non-technical obstacles in the field. As of mid-2025, only 651 certificates had been issued out of a target of 1,200 certificates in Kurik District. Thus, it is necessary
to increase socialization, allocate adequate resources, and coordinate across agencies to achieve the target.
