Waste management is one of the main challenges in environmental policy at the
regional level. The Yogyakarta City Government has stipulated Regional
Regulation Number 10 of 2012 concerning Waste Management, which has been
amended twice, namely through Regional Regulation Number 1 of 2022 and
Regional Regulation Number 9 of 2024. As a regional legislative institution, the
Yogyakarta City Regional People's Representative Council (DPRD) has an
important role in supervising the implementation of the regional regulation.
This study aims to analyze the effectiveness of the Yogyakarta City DPRD's
supervision of the implementation of Regional Regulation Number 10 of 2012
concerning Waste Management and identify factors that influence the
effectiveness of such supervision. The research method used is an normative
legal method with a descriptive analysis approach. Data collected through
literature studies, interviews with members of the Yogyakarta City DPRD, and
analysis of the implementation of the relevant regional regulations. The
conclusion of this study is that the role of DPRD supervision in the
implementation of waste management policies still needs to be strengthened by
increasing synergy with the local government, more adequate budget allocation,
and increasing community participation in supervision. This research is
expected to contribute to improving the effectiveness of public policy
supervision by the DPRD in order to achieve the goals of Sustainable
Development in the City of Yogyakarta.
