This research discusses the implementation of electronic registration of land
rights transfers due to sale and purchase in Yogyakarta City. Digital
transformation in land administration is the main focus, especially since the
enactment of the Minister of ATR/BPN Regulation No. 3 Year 2023 which
regulates the issuance of land documents electronically. The purpose of this
research is to find out how the registration implementation process is carried out,
as well as to identify the obstacles faced and efforts to resolve them. The method
used is empirical legal research with a qualitative approach, through interviews
and distributing questionnaires to BPN officials, PPATs, and service users. The
results show that although the electronic system has been implemented and
responded quite positively, its implementation still faces challenges, including
system disruptions, limited public digital literacy, and lack of understanding of
the validity of electronic certificates. The process is still semi-electronic as some
physical documents are still required. Therefore, there is a need to improve
digital infrastructure, wider socialization, and technical training for relevant
parties to support an efficient, secure, and transparent land system in the digital
era.
