Land has an important role in human life, it can be used to carry out activities, build
houses to live in and can buy and sell to meet economic needs. Land is divided into 2 parts,
namely agricultural land and non-agricultural land. Non-agricultural land can be converted to
function according to human needs, one of which can be converted into residential houses. This
thesis discusses the transfer of ownership of agricultural land for residential purposes in Sorong
Regency, West Papua Province. The type of research used in this thesis is a type of empirical
research based on social facts conducted through direct observation and interviews. The
purpose of this study was to determine the guidelines used in carrying out the transfer of
ownership of agricultural land for residential houses in Sorong Regency. Based on the results of
the research conducted, it can be concluded that the guidelines used in implementing the
transfer of ownership of agricultural land for residential homes in Sorong Regency are Sorong
Regency Regional Regulation Number 5 of 2015 concerning Protection of Sustainable Food
Agricultural Land, Regional Regulation Number 3 of 2013 concerning Management Plans.
