Writing aims to determine how regional enlargement settings in Indonesia especially in Pakpak
Bharat. By looking at the rules that apply as well as things that must be considered and
prioritized by the new autonomous region. This writing is the writing of normative law which

behind. This can be seen from the aspect of revenue (PAD), the standard of living of the people
and the management of local economic potential is still far from expectations and objectives of
the initial expansion base. So also with the financial balance between local and central finance is
still lame. Therefore, in terms of area and new autonomous regions should prioritize certain
criteria in the context of the development, construction and improvement of welfare.
