Strict collateral requirements and administrator requirements are weaknesses of Bank
financial institutions. Weaknesses and difficulties in obtaining funding through banks
encourage economic actors to utilize funding from Information Technology-based Funding
Services. This research analyzes who is responsible for the funding agreement if the check used
as collateral is blank. Second, Civil or criminal settlement efforts can provide Justice for the
parties. The Concept of Justice in this case is the Concept of Justice in the positivism paradigm
and the Concept of Justice from the understanding of natural Law. This type of research is
normative/doctrinal research. The research focuses on secondary data, which consists of
primary and secondary legal materials. The data analysis technique uses qualitative data
analysis. The conclusion-drawing technique uses deductive reasoning. The Technology
Readiness Level (TKT) of this research is TKT No. 2. Definition/Status is a concept
formulation or formulation application with theoretical and empirical design indicators that
have been identified. The findings in this study are that, first, the party responsible if a blank
check is issued is the check issuer, namely the recipient of funds in the funding agreement.
Second, issuing blank checks can qualify as a criminal act if it meets the elements of a criminal
act. However, civil settlement is the preferred settlement method to fulfill the legal objectives
of Justice. Criminal settlement is the final step to resolve the problem of blank checks.
