The management of household waste in Yogyakarta City poses a significant challenge,
with daily waste volume reaching 332.48 tons in 2024. Temporary Waste Disposal Sites
(TPS) as initial collection points often face issues of accumulation and inadequate
supervision. This study examines the supervision by the Yogyakarta City Environmental
Agency (DLH) over household waste management at TPS, focusing on a case study in
Kota Baru Village, Gondokusuman District. The research objectives are to analyze the
forms of DLH supervision, identify obstacles, and provide solution recommendations.
The method employs an empirical legal approach with primary data from interviews
and secondary data from regulations. The findings indicate that DLH supervision is
conducted through sector supervisors, TPS guards, coordination with transporters,
community outreach, and CCTV installation. However, challenges such as limited working hours for TPS guards, low community waste sorting rates, and the absence of a TPA in Yogyakarta City hinder effectiveness. Improvement efforts include enhanced education, strengthened coordination, and technology optimization. The conclusion emphasizes the need for more intensive supervision to support sustainable waste management and environmental health.
