The This study was motivated by the increasing conversion of
agricultural land to non-agricultural use due to industrialization in Majalengka Regency, which has the potential to reduce productive agricultural land and threaten food security. This study is grounded in the
theoretical frameworks of agrarian law, spatial planning, and land use management, referencing the Basic Agrarian Law, the Spatial Planning Law, and Regional Regulation No. 11 of 2011 on the Spatial Plan for Majalengka Regency. The research method used was empirical legal
research with a qualitative approach. Data were obtained through
interviews with relevant agencies and a literature review of primary and secondary legal sources. The research findings indicate that the conversion of agricultural land to non-agricultural use for industrial activities in Majalengka Regency has generally complied with the
permitting and zoning provisions in the Regional Spatial Plan (RTRW);
however, there has been a decrease in agricultural land area due to the increasing demand for industrial land. Control measures are implemented
through permitting mechanisms, zoning designations, and policies for the
sustainable protection of agricultural land (LP2B). In conclusion, the
implementation of land conversion has complied with the provisions of the
Regional Regulation, but requires stricter oversight to ensure that the balance between industrial development and agricultural land protection is maintained.
