The management of Hazardous and Toxic Waste (B3) is an essential instrument in
environmental protection and management to prevent pollution. With waste
management that meets established standards, it is expected that industrial actors
will exhibit compliant behavior toward environmental regulations. In reality, the
fulfillment of administrative and technical obligations often falls short of being
optimal, leading to discrepancies between regulations and field practices. The
purpose of this research is to determine the implementation of Article 50 of the
Regulation of the Minister of Environment and Forestry No. 6 of 2021 regarding
B3 waste management by the SP Aluminium Factory Yogyakarta to prevent
environmental pollution, as well as to identify the obstacles and solutions in such
waste management. The research method used is empirical legal research. Based
on the research results, it is found that the SP Aluminium Factory Yogyakarta has
implemented B3 waste management through a circular economy system and the use
of blower technology to minimize environmental impact; however, obstacles
remain regarding the timeliness of periodic reporting to the relevant authorities. The
SP Aluminium Factory Yogyakarta and the Environmental Agency (DLH) need to
improve coordination and the intensity of supervision so that administrative and
technical compliance can run harmoniously and optimally to guarantee the
community's right to a healthy environment.
