Land registration serves as a fundamental legal instrument to ensure
certainty and protection for land ownership rights across Indonesia. The Complete
Systematic Land Registration (PTSL) program is implemented as a strategic
national policy to accelerate first-time land certification comprehensively. This
research specifically analyzes the implementation of land ownership registration
through the PTSL program in Kelurahan Birobuli Utara, Palu Selatan District,
Palu City. Utilizing an empirical legal research method, the study synthesizes field
data with the existing regulatory framework to evaluate the program's effectiveness.
The findings indicate that PTSL implementation in Birobuli Utara generally aligns
with the Regulation of the Minister of Agrarian Affairs and Spatial Planning
Number 6 of 2018. Nevertheless, administrative and technical obstacles, such as
document synchronization and physical boundary dynamics, were identified during
the execution process. Overall, the PTSL program in Palu City successfully
strengthens the legal standing of landholders and significantly contributes to
reducing potential agrarian conflicts.
