In the Special Region of Yogyakarta, cases of violence against women and children
continue to increase every year, requiring effective handling. This legal research aims to
determine and analyze the effectiveness of the Yogyakarta Special Region's Office of Women's
Empowerment, Child Protection, and Population Control (DP3AP2) in providing services to
women and children who are victims of violence. The research method used in this legal paper
is empirical legal research, meaning that this legal paper focuses on phenomena based on
social facts in society. This research is supported by literature studies and interviews with
informants. The main obstacles in providing services to women and children who are victims
of violence in the Special Region of Yogyakarta are the lack of mandatory counseling for
victims of violence and the limited capacity of the Violence Prevention and Handling Team
(TPPK) in schools in the Special Region of Yogyakarta. The policy provided to overcome these
obstacles is to strengthen synergy in the context of preventing and handling violence against
women and children, strengthening cross-sector coordination and advocacy, and evaluating
previous programs regarding the effectiveness of services in order to create a Yogyakarta that
is friendly to women and children.
