Air pollution caused by motor vehicle emissions is a major environmental problem
in Batam City due to the increasing number of vehicles. This study aims to analyze
the legal aspects of preventing air pollution through emission testing and to identify
the obstacles in its implementation. This research uses an empirical legal method
based on interviews with relevant institutions and supported by legal documents
and literature. The findings show that the implementation of emission testing has
not been optimal, as indicated by low public participation and weak enforcement.
The main obstacles include limited facilities, lack of coordination between
agencies, and low public awareness. Therefore, stronger law enforcement,
improved coordination, and increased public awareness are needed to enhance the
effectiveness of emission testing as a tool for preventing air pollution.
