Abstract

In order to maintain legal certainty and safeguard property ownership rights, land
registration is essential. In an attempt to decrease land-related disputes and
expedite first-time land registration, the Indonesian government launched the
Complete Systematic Land Registration Program. The purpose of this study is to
examine how the PTSL program will be used in Banguntapan Subdistrict, Bantul
Regency, to register land ownership rights in 2024. With the help of pertinent
secondary legal documents and primary data gathered through questionnaires and
interviews, this study uses an empirical legal research methodology. The success of
the program's implementation was assessed by a qualitative analysis of the
gathered data. The results show that the PTSL program's implementation of land
ownership registration in Banguntapan Subdistrict has, for the most part, been
conducted in compliance with Regulation of the Minister of Agrarian Affairs and
Spatial Planning/Head of the National Land Agency Number 6 of 2018. Although several obstacles were identified, particularly related to incomplete documentation and boundary determination, the PTSL program has made a positive contribution
to enhancing legal certainty and increasing public awareness of land ownership rights.
