Mining activities of non-metallic minerals and rocks play an important role in
regional economic development, but they also have the potential to cause
environmental damage if not properly managed in accordance with legal
provisions. South Kaliwungu District, Kendal Regency, Central Java, is an area
with active non-metallic mineral and rock mining activities that directly affect the
environment and surrounding communities. This research aims to examine the legal
aspects of preventing environmental damage caused by non-metallic mineral and
rock mining, as well as to identify the obstacles and solutions in its implementation.
The research method used is empirical legal research with a descriptive-analytical
approach, conducted through field research and literature study. The results indicate that, normatively, efforts to prevent environmental damage have been regulated by laws and regulations; however, in practice, the implementation of preventive principles and good mining practices has not been optimal. The main
obstacles include weak supervision, low legal awareness among mining operators, and limited involvement of local government. Therefore, strengthening supervision and law enforcement is necessary to achieve sustainable and environmentally sound mining activities.
