This research examines the implementation of the functions of the Land Office of
Tabanan Regency in handling land ownership rights disputes. Land issues,
particularly ownership rights disputes, constitute a significant problem frequently
occurring in Indonesia, including in Tabanan Regency, Bali. Such disputes often arise
due to overlapping ownership, unclear land boundaries, and inaccurate
documentation. This study aims to investigate how the Land Office of Tabanan
Regency executes its functions in resolving land ownership rights disputes in
accordance with the Regulation of the Minister of ATR/BPN Number 21 of 2020.
The research methodology employed is empirical legal research utilizing primary
data obtained directly from the field through interviews and questionnaires, as well as
secondary data comprising legislation and related legal literature. The research was
conducted at the Land Office of Tabanan Regency, taking a sample of 5 land
ownership rights dispute cases in Tabanan District from a total of 27 cases recorded
in 2024.
The findings indicate that the Land Office of Tabanan Regency handles land
ownership rights disputes through systematic procedures in accordance with
regulations, with mediation as the primary resolution mechanism. Of the three cases
analyzed in 2024, two cases were successfully resolved through mediation agreements,
while one case failed to reach an agreement and was recommended to pursue
alternative legal channels. Challenges encountered include non-cooperation of the
parties and absence during the mediation process. This research provides practical
contributions to improving the effectiveness of land dispute resolution and enhances
public understanding of the Land Office's role in ensuring legal certainty over land.
