Abstract

This study examines the role of PERUMDAM Tirta Landak in managing water
quality in Ngabang District and evaluates the effectiveness of its services based on
the dimensions of quality, quantity, continuity, and affordability. Using a
descriptive qualitative approach supported by field observations and
questionnaires, the research analyzes the institution’s operational performance,
cross-sectoral coordination, and compliance with national drinking water quality
standards. The findings show that PERUMDAM Tirta Landak has implemented
essential measures in water source management, distribution systems, and routine
quality monitoring, supported by technological improvements and institutional
capacity-building. Nevertheless, the company faces challenges such as upstream
pollution caused by illegal mining activities, financial limitations due to disparities between production costs and tariff rates, seasonal fluctuations affecting raw water
conditions, and the absence of a fully equipped internal laboratory. Overall, PERUMDAM Tirta Landak has fulfilled its regulatory mandate, yet further infrastructural support and policy reinforcement are required to ensure sustainable and reliable access to safe drinking water for the community.
