receive restitution. This study aims to analyze the role and obstacles faced by
prosecutors in implementing restitution decisions. Using a empirical legal method
through literature review and interviews, this study found that the role of prosecutors
has transformed into that of facilitators of restorative justice in accordance with the
mandate of the TPKS Law and the Attorney General's Guidelines. However, its
effectiveness in the field still faces significant practical obstacles, such as the financial
incapacity of perpetrators, difficulties in asset tracing, and weak enforcement
mechanisms. A case study at the Jembrana District Attorney's Office showed that
enforcement was successful, but its realization was driven by the convicted person's
interest in fulfilling the conditions for parole. It was concluded that the strategic role
of prosecutors is still limited by procedural weaknesses, so it is recommended to
strengthen the coercive enforcement authority (parate executie) of prosecutors through
regulatory revisions
