DLH Bantul has a duty to implement environmental control. The liquid waste PG
Madukismo, which is the only sugar factory in DIY, caused unrest for local
residents and was indicated to contaminate the Bedog River. This empirical legal
research examines the gap between regulations and social facts. The main focus of
this legal research is to examine the role and constraints of the DLH Bantul in
controlling water pollution due to factory waste. Qualitative descriptive methods
are used to analyze data collected from field studies and libraries. The research
results show the role of DLH Bantul focusing on handling public complaints
(through 2x24-hour review and laboratory sample tests) as well as preventive
measures (ensuring the fulfillment of Technical/Pertek and SLO). However, direct
supervision of PG Madukismo is the authority of the DIY Provincial Environmental
Agency. DLH Bantul Regency only carries out indirect supervision by checking the
company report and reporting irregularities. The main obstacle of DLH Bantul is
the limitation of the authority to take direct action against companies under
provincial supervision. The solution is to strengthen company obedience through
socialization and technical guidance related to the preparation of Pertek
documents and waste management.
