Abstract
The Pasuruhan Integrated Waste Processing Site (TPST) in Magelang Regency faces
significant environmental challenges due to increasing waste volume, limited land capacity, and
inadequate waste management practices. These conditions have led to serious impacts such as strong
odors, the proliferation of flies, and the potential contamination of groundwater by leachate. These
problems highlight the urgency of strengthening the role of the Department of Environment (DLH) in
mitigating pollution and ensuring environmentally sustainable waste management in the area. This study
aims to analyze the role of the Department of Environment in addressing environmental pollution caused
by waste management activities at the Pasuruhan TPST, as well as to identify the obstacles encountered
during implementation. Using an empirical legal research method, this study compares regulatory
frameworks with real conditions in the field and employs qualitative analysis to interpret the collected
data.The findings indicate that the Department of Environment has made several efforts, including
routine monitoring of air and groundwater quality, the development of leachate management systems,
periodic covering of waste piles, and educational programs to promote waste sorting and environmental
awareness. Despite these efforts, a number of challenges remain, such as limited land area, insufficient
facilities and equipment, constrained budget allocation, low public participation in waste sorting, and
suboptimal coordination between related agencies. Social issues also arise, especially among residents
who lose economic opportunities due to restricted access to the TPST area. In conclusion, the
Department of Environment plays an essential role in pollution control at the Pasuruhan TPST, but its
efforts have not yet achieved optimal results. Improved inter-agency coordination, increased community
engagement, and stronger enforcement of environmental regulations are needed to enhance the
effectiveness and sustainability of waste management in Magelang Regency.
