This Legal Memorandum has been prepared in connection with issues relating to PT
Sinergi Global, which has been conducting illegal gold mining activities in Mandailing
Natal Regency, North Sumatra. This Legal Memorandum aims to determine and analyze
the legality of PT Sinergi Global's actions in conducting illegal gold mining activities, as
well as the legal consequences that may be imposed on PT Sinergi Global for conducting
illegal gold mining activities without obtaining the required mining business license and/or
environmental permit. This Legal Memorandum was prepared by reviewing Law No. 2 of
2025 on the Fourth Amendment to the Law - Law No. 4 of 2009 on Mineral and Coal
Mining, Law No. 3 of 2020 on Amendments to Law No. 2 of 2025 on Environmental
Protection and Management. Amendments to Law No. 2 of 2025 on Mineral and Coal
Mining, Law No. 26 of 2007 on Spatial Planning, and Government Regulation No. 22 of
2021 on the Implementation of Environmental Protection and Management. Environmental
Management. However, in carrying out gold mining activities, PT Sinergi Global must have
a Mining Business Permit, a People's Mining Permit, or a Special Mining Business Permit
in accordance with the provisions of the legislation. Amir Lingga, as a local resident who

report these activities
