This study examines the role of the Ngawi District Government in regulating the
practice of installing electric rat traps used by farmers as a method of pest control
on agricultural land. This practice poses a high risk to human safety, environmental
damage, and potential legal violations. This study uses a normative juridical
approach with a literature study method and interviews with village officials and
agricultural extension workers. The results show that the local government does
not yet have strict and binding regulations prohibiting the installation of electric
traps, even though this practice has caused fatalities. Control efforts that have been
carried out, such as the use of natural predators (owls) and gropyokan activities,
are not yet supported by strong legal instruments. This study recommends the
establishment of Village Regulations to prohibit the use of electric traps and
encourage safer and more environmentally friendly alternative methods. The active
role of the local government is essential to realize legal protection, public safety,
and environmental sustainability in the agricultural sector.
