This legal memorandum examines an alleged violation of the principle of civil
servant neutrality committed by a government official in North Toraja Regency
during the 2024 Regional Head Election (Pilkada). The case highlights the
involvement of a civil servant in political activities, including attending a
candidate’s declaration event, wearing campaign attributes, and allegedly
influencing subordinates to support a particular candidate. Through an analysis
based on primary and secondary legal materials, this study concludes that such
actions constitute a serious breach of the neutrality principle. The memorandum
recommends the imposition of strict disciplinary sanctions in accordance with
applicable regulations. It also emphasizes the importance of strengthening
oversight mechanisms and the continuous internalization of neutrality values within
the public bureaucracy. Upholding the neutrality of civil servants is not only a legal
obligation but also a moral foundation essential for preserving democratic integrity
and maintaining public trust in government institutions.
