ABSTRACT
This study explores the management of liquid waste at Pondok Narita Hotel in
Denpasar City, Bali Province, as part of efforts to prevent water pollution and maintain
sustainable tourism. Hotels, as an integral component of the tourism sector, inevitably
generate significant volumes of liquid waste through daily activities, such as laundry,
kitchen operations, bathroom usage, and recreational facilities. Improper management
of this wastewater poses serious risks, including contamination of groundwater,
pollution of rivers, degradation of aquatic ecosystems, and a decline in both
environmental quality and public health. The research applies an empirical legal
method, focusing on the legal framework of environmental law in Indonesia while
analyzing the practical implementation and challenges faced at Pondok Narita Hotel.
The findings reveal that wastewater management at the hotel remains basic, relying
primarily on septic tanks without the support of modern Wastewater Treatment Plants
(IPAL). This system is insufficient to ensure compliance with environmental quality
standards. Key obstacles include limited infrastructure, lack of technical human
resources, difficulties in fulfilling administrative reporting obligations, and low
environmental awareness among hotel management and staff. To address these issues,
the study emphasizes the need for stricter law enforcement, improved technical
capacity, and strengthened environmental awareness to achieve effective wastewater
management. Ultimately, sustainable tourism in Denpasar can only be realized
through an integrated commitment to environmental protection by both government
authorities and private enterprises.
