Abstract

This research examines waste management practices at Gowok Market, located in
Kapanewon Depok, Sleman Regency, as an effort to prevent groundwater
contamination. The main issue discussed is how waste is managed and the extent
to which it effectively protects groundwater quality in a densely populated area.
This study employs an empirical legal research approach, collecting data through
interviews with market managers and the Sleman Environmental Agency (DLH), as
well as literature studies. The findings reveal that waste management at Gowok
Market is not yet optimal. Waste is collected by a third party only once a week, with
no separation between organic and inorganic waste, poor drainage systems, and
non-waterproof waste containers—all contributing to a high risk of groundwater
contamination. Furthermore, since the closure of the Piyungan Final Disposal Site
(TPA), the Sleman Environmental Agency has ceased oversight, leaving waste
management entirely in the hands of the Caturtunggal Village Government. This
study recommends improving waste infrastructure, conducting regular education
for vendors, and reinstating government oversight as concrete measures to prevent
groundwater pollution.
