Verbal sexual harassment is a form of violence that often occurs in various
environments, caused by a lack of understanding of individual rights, loose social
norms, and minimal education about the consequences of actions. These actions,
such as whistling or sexual comments, cause victims to feel unsafe, depressed, and
experience psychological and social impacts. Victims need the courage to report
and strong system support to ensure justice, because many people still consider
verbal harassment to be a minor and normal thing. The formulation of the
problem is, why do victims of verbal sexual harassment need legal protection?
This study uses a type of empirical legal research that focuses on social facts in
the field. Data were collected directly from respondents as primary data, and
supported by secondary data in the form of primary legal materials, namely the
Criminal Code Articles 281 and 315, Law Number 13 of 2006 in conjunction with
Law Number 31 of 2014 concerning Protection of Witnesses and Victims, Law
Number 12 of 2022 concerning Criminal Acts of Sexual Violence, as well as
secondary legal materials including legal literature and scientific journals.
