This research examines the application of administrative sanctions against laundry
business operators who dispose of wastewater without local government approval
in Caturtunggal Village, Sleman Regency. This study uses an empirical legal
research method, combining field data collection through interviews with laundry
business owners and government officials, supported by library research. Although
the legal framework is provided by Law Number 32 of 2009, Government
Regulation Number 22 of 2021, and Sleman Regency Regional Regulation Number
18 of 2015, the findings reveal that administrative sanctions have not been
effectively enforced. The local government prioritizes a persuasive approach
through guidance rather than formal sanctions. The main obstacles include
regulatory gaps, limited authority, insufficient monitoring resources, inadequate
wastewater management infrastructure, and low legal awareness among business
operators. Proposed solutions include drafting a specific regional regulation on
laundry waste, establishing an integrated cross-agency supervisory team,
developing simple or communal wastewater treatment plants, and implementing a
proportional tiered sanction system. This study is expected to contribute to the
development of environmental administrative law and serve as a reference for local
governments to strengthen the effectiveness of laundry wastewater management
