This undergraduate thesis discusses the legal aspects of involving directly
affected communities in the Environmental Impact Assessment (AMDAL)
process for the Jogja–Solo Toll Road project in Kadirojo II Hamlet,
Purwomartani Village, District Kalasan,. Community involvement is essential
to ensure access to information, participation, and environmental protection.
This research uses an empirical juridical method with a qualitative approach.
Data were obtained through literature review and interviews with affected
residents and related stakeholders. The results show that public participation
was still lacking. Many residents were not fully informed or properly involved
in the public consultation process. This indicates a gap between legal
regulations and actual practice, particularly concerning Law No. 32 of 2009,
Government Regulation No. 22 of 2021, and Ministerial Regulation No. 17 of
2012. The study concludes that stronger legal enforcement and better
participation mechanisms are needed to protect the rights of affected communities.
