Abstract

The availability of clean water is a fundamental necessity for human life, ensuring
public health, sanitation, and economic development. In Malang Regency,
Perusahaan Umum Daerah (Perumda) Tirta Kanjuruhan plays a crucial role in
managing clean water resources to maintain the quality of drinking water. This
study aims to analyze the role of Perumda Tirta Kanjuruhan in managing clean
water sources as a means of protecting drinking water quality, identifying
challenges faced, and evaluating the effectiveness of its policies. This research
employs an empirical legal research method, combining field research and
literature studies. Primary data were collected through interviews with key
stakeholders, including Perumda Tirta Kanjuruhan officials and public health
representatives. Secondary data were obtained from relevant laws, regulations, and
previous studies. The findings indicate that Perumda Tirta Kanjuruhan has
implemented several strategies to ensure clean water distribution, including source
monitoring, water quality testing, and collaboration with the local health
department. However, challenges such as pollution, infrastructure limitations, and
population growth continue to pose risks to sustainable water management. The
study concludes that strengthening regulatory frameworks, investing in
infrastructure improvements, and increasing community participation are essential
for ensuring long-term water quality protection. This research contributes to the
academic discussion on water resource management and offers practical
recommendations for improving clean water governance in Malang Regency.
Future studies may further explore the impact of environmental policies and
technological advancements in water treatment processes
