Sexual violence is defined as any sexual act committed without the consent or permission
of the victim. This act can take the form of physical contact such as touching, pinching,
attempted rape, and sexual penetration, as well as verbal forms such as threats,
intimidation, and unwanted sexual advances. In recent years, cases of sexual violence
among university students have shown a significant increasing trend, both in terms of
number and complexity. According to data from the Ministry of Women's Empowerment
and Child Protection (Kemen PPPA), there were 2,681 cases of sexual violence reported
in higher education institutions in 2024. This phenomenon not only causes profound
psychological impacts on the victims but also creates discomfort and fear among the
student community. Sexual violence on campus often occurs due to power relations between
perpetrators and victims. Perpetrators can come from various groups, including students,
lecturers, and campus officials. Additionally, factors such as a permissive culture toward
sexual harassment, lack of effective reporting systems, and social stigma against victims
worsen the situation. Data from Komnas Perempuan shows that 80% of sexual violence
victims choose to remain silent because they feel ashamed or fear social consequences.
