This study aims to examine the implementation of supervision over illegal
sand mining at Mapadegat Beach, Mentawai Islands Regency, by the
Department of Environment and Sanitation of Mentawai Islands Regency, as
well as to identify the challenges and solutions encountered during the
supervision process. This research employs an empirical legal research
method, which involves comparing regulations with the actual conditions in
the field. The study also uses a qualitative approach with data collection
techniques including interviews, direct observation, and documentation. The
findings indicate that the Department of Environment and Sanitation of
Mentawai Islands Regency has made various supervisory efforts, such as
issuing direct warnings to miners, coordinating with village authorities, and
collaborating with security forces. However, the implementation of supervision
faces several obstacles, including the limited authority of the Department to
take direct action against violations and instances of intimidation. The
Environmental and Sanitation Agency of the Mentawai Islands Regency
suggests solutions such as establishing regional regulations regarding mining
that prohibit sand mining, and determining official locations for sand mining.
