This study examines the legal accountability of PPAT in cases of identity forgery
during the creation of land sale and purchase deeds in Yogyakarta City. The
research focuses on two main issues: (1) the forms of legal accountability for
PPAT under PP Nomor 37 Tahun 1998 and its implementing regulations, and (2)
preventive measures PPAT can take to minimize the risk of identity forgery. Using
empirical legal research methods, data was collected through interviews with
PPAT officials and the Regional PPAT Supervisory and Development Council
(MPPD), as well as analysis of secondary legal sources. The findings indicate
that PPAT can be held accountable administratively, civilly, or criminally if
proven negligent or complicit in forgery. Administrative sanctions range from
warnings to dismissal, while civil liability may involve deed annulment or
compensation. Criminal liability arises under Articles 263 and 264 of the
Indonesian Criminal Code if PPAT intentionally participates in forgery. The study
highlights the need for stricter identity verification procedures, technological
integration (e.g., ID scanners), and regulatory reforms to enhance PPAT’s legal
protection. Recommendations include inter-institutional collaboration with the
Civil Registry Office (Dukcapil) and explicit legal safeguards for PPAT who adhere to procedural standards
