This study aims to examine the implementation of public green open spaces
(RTHP) in the city of Balikpapan following the enactment of Regional
Regulation (Perda) Number 5 of 2024 concerning the General Spatial Plan
(RUTRW). Public green open spaces are a crucial component in sustainable
urban development, serving not only as aesthetic elements but also offering
ecological, social, and public health benefits. With the enactment of this
regulation, the local government is legally obligated to plan and manage RTHP
covering at least 20% of the total urban area, in accordance with national
standards.The research employs an empirical juridical approach, utilizing data
collection techniques such as literature review, interviews with relevant
government agencies, and field observations at several RTHP locations in
Balikpapan. The findings indicate that although there has been progress in the
provision and management of RTHP since the enforcement of Perda Number 5
of 2024, several challenges remain. These include limited land availability, lack
of inter-agency coordination, and suboptimal public participation. The study
recommends strengthening the supervision of the regulation’s implementation,
enhancing cross-sectoral collaboration, and increasing public awareness of
the importance of green open spaces.
