The Kalimantan clouded leopard (neofelis diardi borneensis) is an endemic species
that plays a vital role as a top predator in maintaining the ecosystem balance in
Kalimantan, yet it faces increasing threats due to illegal trade, illegal hunting, and
habitat destruction. This study aims to analyze the legal protection framework for
the Kalimantan clouded leopard under the CITES (convention on international
trade in endangered species of wild fauna and flora) 1973 and national regulations
in Indonesia. The research employs a normative juridical method with a qualitative
approach, using literature review of primary, secondary, and tertiary legal sources.
The findings indicate that although formal legal protection through CITES and Law
No. 5 of 1990 jo. No. 32 of 2024 is adequate, there remain significant shortcomings,
including CITES limited scope focusing solely on trade, and the lack of clear
provisions regarding illegal hunting promoted through digital media and the
protection of preservation areas. Therefore, a more comprehensive regulatory
amendments are needed to ensure effective and sustainable conservation efforts for
this endangered species.
