Abstract

Lake Batur in Bangli Regency, Bali, is a vital water resource utilized for
agriculture, aquaculture, and tourism. However, intensive agricultural activities
around the lake—particularly the excessive use of pesticides—have led to water
pollution and a decline in the lake's environmental quality. This study aims to
examine preventive measures against water pollution caused by pesticides and
identify the obstacles faced in implementation. The research uses an empirical legal
method with a qualitative approach, involving interviews with farmers, as well as
representatives from the Environmental Agency and the Agriculture Department of
Bangli Regency. The findings reveal that preventive efforts include public outreach,
organic farming training, eco-enzyme distribution into the lake, regular water
quality testing, and subsidies for botanical pesticides. Nevertheless, these efforts
are hindered by external challenges such as low awareness and understanding
among farmers regarding environmentally friendly farming practices, and internal
issues such as limited human resources and government budget constraints.
Therefore, stronger collaboration between the government and the local community
is essential to effectively preserve Lake Batur in a sustainable manner.
