This thesis is entitled "Implementation of Property Rights Registration After the
Enactment of the Regulation of the Minister of ATR/BPN Number 3 of 2023
concerning the Issuance of Electronic Documents in Land Registration Activities in
Merauke Regency." Land Registration is an important thing in the UUPA, because
registration is a process of producing proof of ownership of rights to a plot of land.
proof of ownership is made in a Land Certificate containing the identity of the
landowner, location, land area, and type of land rights. to accelerate digitalization,
the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land
Agency issued a Ministerial Regulation to change the Physical Certificate to an
Electronic Certificate. This study was conducted to determine how the process of
implementing property rights registration after the enactment of the Electronic
Certificate in Merauke Regency, with the formulation of the problem how is the
implementation of Property Rights registration after the enactment of the
Regulation of the Minister of ATR/BPN Number 3 of 2023 concerning the Issuance
of Electronic Documents in Land Registration Activities in Merauke Regency. The
conclusion of this study is that the Change of Physical Certificates to Electronic
Certificates has been implemented since August 2024 and has been running well in
accordance with the Regulation of the Minister of ATR/BPN Number 3 of 2023
concerning the Issuance of Electronic Documents in Land Registration Activities in
Merauke.
