ABSTRACT
This research examines the efforts of the Indonesian government in combating the
smuggling of narcotics, psychotropics, and other addictive substances along the
border between Indonesia and Timor-Leste, particularly in Belu Regency. Drug
smuggling constitutes a complex transnational crime that threatens national
security. Employing an empirical legal research method with a qualitative
approach, this study is based on primary data obtained through interviews with
officials from the National Narcotics Agency (BNN), police, customs, and
immigration in Belu, alongside secondary legal and literature sources. The findings
reveal that the Indonesian government has implemented various preventive and
repressive measures, such as joint patrols, scanning technology, public awareness
campaigns, and international cooperation. However, challenges remain, including
limited personnel, vast and porous border areas, and increasingly sophisticated
smuggling methods. The study implies the necessity for strengthened inter-agency
coordination, enhanced human resource capacity, and the development of renewed
national strategies to effectively combat cross-border narcotics trafficking.
