This research explores community perceptions toward waste management
practices in Desa Adat Bualu focusing on how regulatory frameworks, particularly
Badung Regency Regional Regulation Number 7 of 2013 on Waste Management, are
understood and internalized by the community. Using qualitative descriptive approach, data were collected through interviews, observations, and document analysis. The findings reveal a significant gap between formal regulatory communication and community behavior, shaped by environmental realities and the absence of feedback contribute to passive or resistant attitudes. Strengthening two-way communication and aligning existing policy with the reality are essential for fostering sustainable waste management practices.
