Abstract

Online gambling has become increasingly prevalent with the rise of digital
technology, including in the game Growtopia. Gambling in this game involves
various mechanisms, such as player-to-player betting using virtual currency that
can be converted into real money. This phenomenon poses legal challenges, as
gambling—both conventional and digital—is prohibited under Indonesian law. Law
enforcement faces difficulties due to the lack of specific regulations on in-game
gambling and the anonymity of perpetrators operating across borders. This study
analyzes the role and efforts of the police in enforcing the law against online
gambling in Growtopia. Using a normative juridical approach and case studies, the
research highlights police strategies such as online activity monitoring,
cooperation with game providers, and the application of the Electronic Information
and Transactions Law (UU ITE) and the Criminal Code (KUHP). However,
challenges persist due to technological complexities and the absence of specific
regulations. Strengthening legal frameworks and enhancing collaboration between
the government, law enforcement, and game developers are crucial in addressing this issue.
