The role of the Indonesian Environmental Forum (WALHI) in the development of
environmental regulations in the Special Region of Yogyakarta (DIY) is
significant. As a non-governmental organization focused on environmental
advocacy, WALHI plays a strategic role in supporting sustainable policies and
involving the public in environmental management. This study employs an
empirical legal approach, using interviews and literature review to explore
WALHI's involvement in the creation of local environmental regulations (Perda).
The findings show that although WALHI contributes valuable research and input
to environmental policies, its participation in the formal legislative process
remains limited. Barriers faced include a lack of involvement in official forums,
low public understanding of environmental issues, and WALHI's limited internal
capacity. The study suggests enhancing WALHI's involvement in the regulatory
process, strengthening the organization's capacity, and educating the public to
achieve more meaningful participation and create more inclusive and sustainable
environmental policies.
