The implementation of the Regulation of the Minister of Environment and Forestry
Number 8 of 2023 concerning Emission Tests for Four-Wheeled Motor Vehicles in
Sleman Regency serves as an effort to control air pollution. This study aims to
evaluate the regulation's implementation, identify obstacles, and propose solutions to
enhance the effectiveness of emission testing. Data were collected through interviews
with the Sleman Regency Environmental Agency and the Sleman Regency
Transportation Agency, as well as a review of legal documents, using an empirical
legal research method. The results indicate that the implementation of emission testing
faces several challenges, including low public awareness, limited facilities, and
suboptimal coordination between agencies. The study recommends improving inter-
agency synergy, providing adequate facilities, and integrating emission testing into
the vehicle registration renewal process to increase public compliance with this policy.
