Children are an important part of a nation and state, namely as the successor of
the nation and need to get special protection. Indonesia as a state party to the
Convention on the Rights of the Child has an obligation to provide special
protection for children in conflict with the law. Children as a weak position in
society are vulnerable to becoming victims of criminal acts. Based on data from the
Child Protection Data Bank in 2023, the total number of child victims is 478. Based
on data from the Online Information System for the Protection of Women and
Children (SIMFONI PPA) in 2024, the total number of child victims in Indonesia
reached 63.3%. Law No. 11/2012 on the Child Criminal Justice System
accommodates the recovery of child victims by resolving cases using diversion. One
form of diversion agreement is peace with compensation. Compensation is a means
of fulfilling the rights of child victims and restoring them to their original state.
