Title of this law paper is application of payment by polluters principle in a
shape of contribution in the management rubbish in Yogyakarta. This research is
specifically The concerned in a matter of contribution above in Yogyakarta which is
the application of polluters should pay principle or known as a social duty and has it
effectively done in Yogyakarta edition to the law of rubbish management. The
purpose of this research is to know how the principle of this issue is being done, to
know in what terms, this principle related to social duty and to know if this principle
is being done effectively. To do this research, some methods are include, to support
the accuracy of the contents of primary law and secondary law, interview is
necessarily important and done structurally to the related person. Questioner to get
responden′s opinions. Literature study which done by collecting information related
to the issues and understanding any laws and literature′s to works the issues. The
classification of the research that is should in the ansembling of this paper is empiris
law. This research took location in Yogyakarta especially in Tegalrejo. Regarding to
the research there are some paints which show that the payment by the polluter is a
social duty, not merely the implementation of polluters pay principle because this
things at the deal between in habitants by direct payment to the rubbish management
officers. If the inhabitants concern to their environment they will pay, in the matter of
implementation of this regulations can be said quiet effective. The reason why there
is a regulation to get inhabitants obey this regulations. To do something they maust
be a doer. There is no body to control or to manage then the government will be quiet
difficult to handle it. So there must be active contribution to PKK-RT and RW in
order to get it managed easier. Our suggestions is to increase to contributions in terms
of money by the inhabitatnts by giving them. An understanding towards the issues,
that is s social duty in terms of effectiveness, it should be increased the discipline in
making the payments, thoroughly rubbish in the rubbish been the management of
rubbish recycles and fighter regulations control so the people will obey
