Traffic violation (use illegal police number) for street user till now still happens
anywhere, including at Yogyakarta city. Therefore, government arranged Act
number 14 in 1992 about traffic and law transport that function to diminish traffic
violation as minimal and to damage law enforcing officer in field implementation.
Legal problem in this research is “Effectivity of Act Number 14 in 1992 In Order
To Handle Illegal Police Number Users at Yogyakarta City”. Even when Act
number 14 in 1992 about traffic and law transport is exist but the society does not
obey this rule. Lot of mechanical vehicle use illegal license numb, they can find
place for made illegal police numb easily outside the police office. The ironic is
they sell illegal police numb side by side with the police office, it means the
society not understand about how important legal police numb. Use illegal police
numb is a crime and must get punishment. The question is why the society still
use the illegal police numb? Not because the Act not gave hard punishment for it
but possibly the police officer in the street do something mistake that society
called with “peace money”. This research also try to find another fact that can be
part why the Act Number 14 in 1992 not working so effective in Yogyakarta.
