The title in this study is Neutrality of Civil Servants in the Local Leaders Election
in Humbang Hasundutan Regency Based on Law Number 5 of 2014 concerning State Civil
Apparatus, where the problem in this study is to determine whether the neutrality of civil
servants in Humbang Hasundutan Regency in whether it has been implemented as
mandated by the existing regulations and what are the factors causing this violation related
to neutrality in the civil service environment to occur. This legal writing uses empirical
writing methods which in this writing pay attention to social facts in the field and data
obtained from several interviews with informants, respondents, books, and information
sources. The conclusion of this study is the implementation of the principle of neutrality in
the realm of bureaucracy in Humbang Hasundutan Regency. Incitement still cannot be said
to be completely neutral. This is caused by individual offenders who want to maintain their
position and the existence of homogeneous regional factors that still look at clan or ethnic
factors. The author has a suggestion that there should be more guidance for civil servants
and it is necessary to increase public participation in supervising the implementation of
general elections.
